Job Duties :
The Virginia Department of Transportation (VDOT) Hampton Roads District is currently seeking qualified candidates for the position of Inventory Management Analyst.
As an Inventory Management Analyst, you will monitor the district's inventory management system program (IMS) to include adhering to purchasing requirements and meeting established inventory goals. Will ensure appropriate segregation of duties, compliance to policies and procedures and meeting deadlines. Will monitor stock levels, review reports, respond to audit findings and assist management in developing and implementing corrective action plans.
Will identify, coordinate and provide training as needed. Will perform monthly account reconciliations. Will be responsible for records management, surplus and have oversight of various contracts. Position will require both field and office work.
1. Review and monitor inventory operations of all district stock locations - Conduct compliance reviews and associated physical inventory counts. Prepare and distribute a summary of findings, making recommendations to management. Assist management in developing and implementing corrective action plans related to non-compliance issues.
Perform reviews of IMS transactions, ensuring there are no outstanding items. Ensure appropriate segregation of duties, compliance to IMS policies and procedures and deadlines are met. Monitor, reconcile and process IMS accounting suspension cost centers and journal vouchers. Establish guidelines and operational procedures for stock locations.
Coordinate advertisement and work with management to identify and dispose of obsolete and surplus stock. Determine need and provide on-going IMS training to Inventory Managers and Data Entry Operators.
2. Provide technical guidance, problem resolution and district-wide training - Serve as initial point of contact and liaison between Central Office and district inventory personnel to report and resolve system problems and specific issues. Develop and update resources and training materials. Develop and conduct training policies and procedures.
3. Administer VDOT's Major Equipment Fixed Asset Accounting Program - Ensure compliance with policies and procedures. Maintain major equipment web-based database and data entry of additions, deletions and changes to equipment status. Prepare and distribute detailed analysis reports. Conduct physical annual inventories on major equipment assets. Maintain major equipment files, to include major equipment surplus.
4. Major Equipment, Salvage and Surplus Program - Oversee district inventory salvage and surplus property program. Identify and ensure proper identification and disposal of obsolete, salvage and surplus procedures are followed. Coordinate donations of surplus and obsolete or sale of items to various state and local agencies and localities. Prepare reports of disposed items for submission to DGS. Develop and conduct Major Equipment and Salvage and Surplus policies and procedures training.
5. Administer the District Leased Equipment Program - Monitor, interpret and ensure compliance to established policies and procedures. Collect lease forms and record data in the state leased equipment accounting system. Conduct annual inventory reviews on leased equipment. Identify training needs and coordinate training classes. Provide comprehensive data timely to auditors.
6. Administer districtâs minor inventory equipment - Monitor and ensure districtâs compliance to applicable policies and procedures. Run and review monthly queries to identify minor equipment purchases. Conduct 100 percent annual physical inventory on minor equipment. Ensure Minor Equipment databases and documentation are up to date and accurate.
7. Back-up to other inventory programs and participate on Statewide committees - Serve on Statewide committees providing input on decisions and policies impacting VDOT. Communicate results and information to districts and statewide.
Act as backup to various areas within the Inventory Section.

Minimum Qualifications :
- Experience applying inventory practices, compliance, GAAP, procurement and internal control concepts.
- Experience interpreting and applying inventory, accounting and procurement policies.
- Ability to analyze and reconcile financial transactions and reports and prepare summaries and courses of actions for others.
- Ability to research, assemble and prepare documentation for audits.
- Ability to communicate effectively orally and in writing.
- Ability to independently organize and prioritize workload while providing extraordinary customer service.
- Skill in the use of computers and software applications.
Preferred Qualifications :
- Bachelorâs degree in accounting or business-related field preferred; equivalent experience or training may substitute for degree.
- Experience using automated inventory management software and MS Office (Word, Excel, Access).

Travel may be required.VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
